Graduated from MGSU in 2010 (postgraduate study), defended thesis on the topic of "Methodological foundations of the territorial and spatial development of Olympic settlement facilities (on the example of the transport infrastructure of Sochi Olympic facilities)."
Previously, held the position of the Deputy Chairman of the Government of the Donetsk People's Republic, Assistant Minister of Construction and Housing and Communal Services of the Russian Federation, and before that headed the Directorate for complex reconstruction of Railways and Construction of railway transport facilities - a branch of the JSC "Russian Railways".
